Strategic planning is the process of determining long-term objectives by analyzing the strengths and weaknesses of an organization, by studying both opportunities and threats in the business environment, by predicting future trends, and by projecting the need for new products and services. This process is known as SWOT for short or analyzing Strengths, Weaknesses, Opportunities and Threats.
I think in addition to SWOT analysis, organizations follow a detailed process for project selection. Some of those may be IT strategic planning, business area analysis, project planning, and resource allocation.

3) Describe the triple constraint. What are the three components and what is the relationship between them.
The triple constraint is the scope, time and cost. The scope is overall what will be done in the project. The time is how long will it take to complete the project. The cost is how much will cost to complete the project. These three constraints will have a careful balancing act. Managing this will involve making trade-offs between scope, time, and cost goals for a project. Any change in one will have an effect on another. If you lose money for the project that will most likely have an effect on both scope and time since you won't have the same budget for the project.
2) Define globalization, outsourcing, and virtual teams and describe how these trends are changing IT project management?
Globalization is the act of extending to all parts of the world. Outsourcing is an organizations acquisition of goods, and services from an outside source. Virtual team is a group of people who work together despite time and space boundaries using communication technologies.
These trends are changing IT PM by in some cases making it easier and some cases harder to communicate/work/share. The PM will have a wider area to draw talent from with globalization and the use of virtual teams. Could also be a nice added bonus to the local staff if offered as a work from home opportunity this also can save on budget for office space needed. The PM can also limit some on the budget side by outsourcing say development to another country.

1) What does it mean to take a systems view of a project? How does taking a systems view of a project apply to project management?
A systems view is a holistic and analytical way to solve complex problems with the use of three important approaches. The systems philosophy approach which is the overall thought process of things as systems. The systems analysis is a problem solving approach that includes defining the scope of the system, then dividing it up into smaller components, then taking a step back to look at its value, problems, opportunities, and needs. The systems management approach deals with the business, technological and organizational issues that are tied to creating, maintaining, and modifying a system.
By using the systems approach a project manager gets the understanding of the entire organization. These three key components allow for this to happen.
